CIPAN Launches Oyo State Branch, Inaugurates Pioneer Excos Amid Fanfare

The Chartered Institute of Public Administration of Nigeria (CIPAN), on Thursday in Ibadan inaugurated its Oyo State branch and pioneer Excos.



Inaugurating the Chapter, the Registrar of the institute, Dr Emmanuel Akin Olufowose fcipa said the aims and objectives of establishing state branch is to promote and ensure professionalism in human resource practice in the state and beyond

According to the CEO, he said:
“Today, in terms of purpose we are inaugurating the Oyo State branch of Chartered Institute of Public Administration of Nigeria, CIPAN, and the institute is one of the recognized human resource organisations established by law in Nigeria and providing services to private and government institutes.

In his response, the pioneer branch Chairman of the institute who doubles as Chairman, Forum of Administrative Officers in the Civil Service of Oyo State, Mr Olumuyiwa Victor Kayode popularly known as Maestro said that the inauguration of the branch would go a long way in promoting professionalism in human resource practice and personnel management.


“We are extremely delighted for the establishment of the state branch of the institute today. We were once craving for recognition in Abuja but today, we are standing as a chapter and we have confidence the institute would bring a lot for the state. We have almost 150 registered members who are officially inaugurated today by the national body of the institute,” Maestro hinted

the state Head of Service, Chief Mrs Olubunmi Olufunke Oni, mni commended the institute for sanitising and promoting human resource practice across the country. She assured that government would do its utmost best to support the institute in building the capacity of its members .


"Public Administrators no doubt have important roles to play in public sector problems solving, institutional responses, and in developing new bases of democratically conceived authority. Besides being innovative implementators of public programs, they are seen as fiscal Entrepreneurs, and as such need to help to foster important business values, such as effectiveness, efficiency and equity."
Therefore, this status is expected to drive home these responsibilities" HOS concluded. 

Delivering lecture, the lecturer at the Lead City University, Ibadan,  Dr. Mrs Modupe Albert affirmed that the Nigerian society requires a breed of bureaucrats who, (not only different from the type of men whose usefulness, when the main concern of the bureaucracy is the maintenance of law, order and status quo), but by their systematic, professional and educational development, are able to react to problems and become more relevant in the economic and political development of the Nigerian society.

Fiscal Entrepreneurship using public funds to create economic wealth requires higher advanced educational and professional skills to deal with the growing demand for low taxes and increase public services.


The Institute’s educational and professional training patterns form the basis from which members develop careers in spheres other than Public Administration, general administration, management, accountancy, law and computerized management information system form part of the package that helps develop members for present and future challenges. The Institute is therefore set to develop and assist in the building of public administration with the necessary professionalism, dedication, self-esteem and legitimacy to act as the constitutional center of gravity.
